John PhillipsExecutive Manager Local Government Workplace Solutions John is the Executive Manager Workplace Solutions. In addition to assisting various Councils with recruitment and selection of senior employees he has also carried out a significant number of Chief Executive Officer Performance Reviews. John also has extensive experience in Telstra and the State Public Service with regard to the selection of executive managers in his capacity as a senior HR/IR Director and HR/IR Manager. He has also facilitated extensive follow up counselling and feedback to candidates, and has conducted Behavioural Interviews as an accredited Assessor. John holds a degree in Industrial Relations and presents a range of training courses, particularly for Elected Members. |

Simon WhiteEmployee Relations Service Manager Simon has extensive years experience in this role plus previous similar experience in Human Resource/Employee Relations in health and service industries. He possesses a Business degree in Industrial Relations and Management and a Masters degree in Human Resource Management. Simon represents Local Governments in the State and Federal Industrial Relations Commissions on a regular basis and provides daily advice on the management and development of their staff. He has been the convenor for the selection panel for the recruitment of a Chief Executive Officer and several senior Local Government positions. Simon has developed and presents the Award Interpretation for Payroll Officers, Essential Human Resources Skills for Supervisors and Managers and the Employee Managing Employee Performance and Discipline training courses. |

Scott RoffeyEmployee Relations Advisor 9213 2014 The Employee Relations Advisor’s role is involved in providing employee relations advocacy, negotiation and advisory support to clients as well as supporting the Employee Relations Manager with research on sector wide policy and strategy. |

Lydia HighfieldRecruitment Manager Lydia Highfield is the Recruitment Manager with the Association’s Local Government Workplace Solutions team. Since the launch of the recruitment service in August 2003, she has assisted a range of Member Councils and Elected Member Selection Panels with the recruitment and selection of Chief Executive Officer and senior management positions.
Lydia has attended the Overseas Skills Shortages Expos in London, Manchester, Dublin and South Africa to assist in addressing skills shortages in Local Government professional positions
Lydia joined the Association as the Employee Relations Officer in July 2000. She has over 10 years experience in HR and spent a number of years at the City of Swan as the HR Officer where she gained an appreciation of the difficulties Local Governments experience in attracting and retaining quality staff.
She holds a Bachelor of Arts degree majoring in Economics and Psychology. |

Jacqueline DoddTraining Manager Jacqui is the RTO Training Manager with the Association’s Local Government Workplace Solutions team. Jacqui has extensive experience in the management of Registered Training Organisations and additionally Group Training Organisations at a national and global level via her previous roles within the Chamber of Commerce and Industry of WA and ABB Australia. Jacqui’s role within the Workplace Solutions team is to provide a professional learning and development service to WALGA clients. This service includes the development and delivery of contemporary training courses which are unique to the local government sector. Jacqui holds a Bachelor of Commerce majoring in Public Policy and Management and a Graduate Diploma in Change Management. |

Angie WallsWorkplace Solutions Support Officer 92132092 The role of the Workplace Solutions Support Officer provides administrative support to assist with the supply of effective and professional training and Human Resources services to clients. This includes the registration of participants on courses and seminars, including confirmation of registration, name tags, certificates and course materials. In addition the position maintains the computer booking system as well as invoicing of services and subscriptions. Angie holds a Bachelor of Mass Communications in Public Relations and Journalism.
