John PhillipsExecutive Manager Local Government Workplace Solutions John is the Executive Manager Workplace Solutions. In addition to assisting various Councils with recruitment and selection of senior employees he has also carried out a significant number of Chief Executive Officer Performance Reviews. John also has extensive experience in Telstra and the State Public Service with regard to the selection of executive managers in his capacity as a senior HR/IR Director and HR/IR Manager. He has also facilitated extensive follow up counselling and feedback to candidates, and has conducted Behavioural Interviews as an accredited Assessor. John holds a degree in Industrial Relations and presents a range of training courses, particularly for Elected Members. |

Scott RoffeyEmployee Relations Manager 9213 2014 Scott Roffey is the Employee Relations Manager with the Association’s Local Government Workplace Solutions team. Scott has considerable experience in industrial relations and employment law. He gained much of his knowledge of workplace relations and legal training through his time at the Workplace Authority (now Fair Work Australia) during which he worked as a Workplace Info Line Advisor and a Legal Officer. He also has experience in the Local Government industry having worked as an Employee Relations Advisor with Local Government Workplace Solutions before assuming the role as Employee Relations Manager. Scott has a Bachelor of Arts degree majoring in Legal Studies and a Graduate Bachelor of Laws degree. He has completed the Practical Legal Training Program with the College of Law making him eligible to be admitted as a lawyer to the Supreme Court of Western Australia. |

Jon LordEmployee Relations Advisor 9213 2015 Jon is an Employee Relations Advisor with WALGA’s Workplace Solutions team. The Employee Relations Advisor’s role is involved in providing employee relations advocacy, negotiation and advisory support to clients as well as supporting the Employee Relations Manager with research on sector wide policy and strategy. Jon has considerable experience in industrial and employee relations. He has worked in Perth with the Workplace Authority (now the Fair Work Ombudsman) and most recently in Melbourne for the Australian Industry Group. Jon holds a Bachelor’s Degree in Commerce majoring in Human Resources. |

Lydia HighfieldRecruitment Manager Lydia Highfield is the Recruitment Manager with the Association’s Local Government Workplace Solutions team. Since the launch of the recruitment service in August 2003, she has assisted a range of Member Councils and Elected Member Selection Panels with the recruitment and selection of Chief Executive Officer and senior management positions. Lydia has attended the Overseas Skills Shortages Expos in London, Manchester, Dublin and South Africa to assist in addressing skills shortages in Local Government professional positions Lydia joined the Association as the Employee Relations Officer in July 2000. She has over 10 years experience in HR and spent a number of years at the City of Swan as the HR Officer where she gained an appreciation of the difficulties Local Governments experience in attracting and retaining quality staff. She holds a Bachelor of Arts degree majoring in Economics and Psychology. |

Eleri BishopRecruitment Advisor 9213 2023 Eleri Bishop is the Recruitment Advisor with Workplace Solutions. Eleri has had three years’ experience in recruitment and selection, mainly in the State government sector in WA, firstly as the HR Officer with the Department of Planning and Infrastructure and recently as the HR Advisor at the Department of Transport. During which she has gained a good knowledge of best practice recruitment and selection processes and the significance of the need to place the right applicant in the right position. Eleri will be assisting with domestic and international recruitment for Local Governments across the State. Eleri manages the candidates on the overseas database supported with applications for the Temporary Business (Long Stay) - Standard Business Sponsorship (Subclass 457) with the Department of Immigration and Citizenship. |

Rowena AmistadHuman Resources Manager The Human Resources Manager provides an internal Human Resource support service to WALGA's CEO, Managers and employees, working to further develop WALGA as a place that people actively choose to work. Major responsibilities include recruitment and selection, remuneration, performance and development reviews, performance management, employee assistance and wellness programs. Rowena holds a Bachelor of Commerce majoring in Human Resources and Management and a Masters in Human Resources and Employee Relations. |

Jacqueline DoddTraining Manager Jacqui is the RTO Training Manager with the Association’s Local Government Workplace Solutions team. Jacqui has extensive experience in the management of Registered Training Organisations and additionally Group Training Organisations at a national and global level via her previous roles within the Chamber of Commerce and Industry of WA and ABB Australia. Jacqui’s role within the Workplace Solutions team is to provide a professional learning and development service to WALGA clients. This service includes the development and delivery of contemporary training courses which are unique to the local government sector. Jacqui holds a Bachelor of Commerce majoring in Public Policy and Management and a Graduate Diploma in Change Management. |

Bree CrockettTraining Coordinator 9213 2098
Bree Crockett is the Training Coordinator with the Association's Local Government Workplace Solutions team. Within this role Bree assists with all aspects for the administration of training courses for delivery to Local Government Councillors, employees and Association members. Bree holds a Bachelor of Psychology with a minor in Social Psychology and is currently undertaking Postgraduate studies in Organisational Psychology. |

Tim WhitehouseE-Learning Coordinator 9213 2033 Tim Whitehouse is the E-Learning Coordinator with the Association’s Local Government Workplace Solutions Team. Tim has had extensive experience in the E-Learning industry with roles ranging from Site Administrator to Content Developer and everything in between. The E-Learning Coordinator looks at current trends in technology and couples them with proving learning styles and quality content to create opportunities for real learning outcomes. Tim has a Bachelor of Arts majoring in Multimedia Design and has also undertaken a Graduate Diploma of Secondary Education. |
