Overseas Recruitment
WALGA on behalf on Western Australian Local Governments attended the ‘Opportunities Australia’ Expo in Johannesburg, South Africa from the 12th and 13th of September 2009. A significant number of applicants with Local Government experience have since been interviewed and reference checked for their suitability for work. Local Governments who indicated interest have since been contacted with a shortlist of suitable applicants, mainly in the area or Urban and Regional Town Planning. Once these Local Governments have had a chance to review applications details will then be made available to other Local Governments.

Information on recently interviewed candidates seeking Local Government positions include:
- Civil Engineer – Manager - Overseas with Permanent Residency
Extensive Local Government managerial experience. This applicant has managed works and engineering departments, and is currently managing special projects in a large South African Local Government. This applicant is open to most locations and is seeking to move as soon as a position is secured.
- Civil Engineer- Design and Project Management - Overseas
Extensive experience on public sector projects including roads, subdivisions and construction. Expert CAD designer. This applicant requires sponsorship and is open to all locations.
- Environmental Health Administration - Local
Currently completing Masters in Environmental Health (externally). This applicant is seeking an administrative position within the metropolitan area with a view to becoming an EHO when qualifications are completed. Has extensive retail, customer service and administration skills.
- IT Systems Administrator - Local
Extensive experience in database analysis, network administration. This applicant is based in the South West.
- Records Officer/Administration Officer - Local
New Zealand Local Government experience in records and property management in building services. Extensive IT experience with GIS data analysis. This applicant is seeking a position in the metropolitan area.
- Recreation Centre Manager – Local
Applicant is seeking work in Dry or Wet Recreation Centre (has current certificates). Willing to relocate. Extensive private industry experience.
- Senior Records Administration- Local
Extensive Local Government and State Government experience in Records Management and systems implementation. This applicant is seeking a position in the metropolitan area.
- Swimming Pool Manager - Local
Local Government experience in managing an aquatic facility, swimming teacher, preparing grant applications. This applicant is seeking a smaller regional centre.
- Principle Roads Engineer – Overseas
Significant Local Government experience in roads and general civil engineering. Holds Masters Degree in Highway Engineering & Masters Degree in Civil Engineering. Seeking work in regional or metropolitan WA.
- Works/Parks and Gardens Crew Member- Local
Previous Local Government experience in works crews, experience and qualifications in grader operator, mower operator, rollers, backhoe and excavators. This applicant is seeking a regional position.

Environmental Health Officers
Local Government Workplace Solutions have successfully assisted several regional and metropolitan Local Governments with unfilled EHO vacancies to secure professionals, often from outside of WA.
EHO’s on our database have performed very similar duties to those required in WA in their previous roles, and have swiftly adapted to local contexts and legislation to prove a great asset to their new Local Governments. Visa Processing
With many Local Governments seeing an increase in overseas applicants, many on Working Holiday visas (417), Workplace Solutions is able to assist with both temporary and permanent employer sponsored visa processing.
457 Temporary Business (Long Stay) visa
The 457 Employer Sponsored visa has proved highly successful with over 100,000 current visa holders across Australia. Many Local Governments have benefited using this visa as part of an overall recruitment and retention strategy. With pressures on skill shortages set to continue into the foreseeable future Local Governments must remain well informed and flexible in their approach to meeting HR provisions. Like any recruitment process, it is essential that selection processes are diligent and protect both the employee and the sponsor from political, financial and organizational exposures.
Local Government Workplace Solutions has engaged with the Department of Immigration and Citizenship (DIAC) for over a year to build an effective relationship and administration process. This month we have participated in key stakeholder meetings with DIAC to consult on aspects of the visa process. On behalf of Local Governments we have also been granted a priority processing status which ensures applications are of high integrity with fast approval times.
Permanent Employer Sponsored Visas
Local Governments may already be aware that there are other visa options such as permanent visas available for their Temporary Business (Long Stay) employees, which can assist your employees in various ways to settle into Australia. They allow access of greater public services, study advantages, pathways to citizenship and more. It also can assist Local Governments with retention strategies and reinforcing longer term employment. The Local Government is also no longer required to fulfill the obligations undertaken during the Temporary Business (Long Stay) phase.
There are two main options for Local Governments to recruit or progress employees under permanent visas, the Employer Nomination Scheme (121/856) and the Regional Sponsored Migration Scheme (119/857).
